Options for very low int and/or charisma?

I already implemented some low cha options (basically options that come across as rude) and there'll certainly be some low int options (making your character fail to understand what an NPC is trying to explain), but nothing to the extent of Fallout's or Arcanum's idiot dialogue.

When you go for point buy, the lowest score for a stat is 8, so that's the minimum we'll go with. So the lowest points of your stats would be "somewhat rude and doesn't get social cues" for charisma, "has trouble understanding complex ideas" for int, "is a little clumsy" for dex, etc. Not the extreme 1 INT "is a complete idiot" of Fallout.

unless you consider the -2 for some racial adjustment or ability score penalties.

True that means half-orcs could start out with 6 int and half-orcs / dwarves could start out with  6 cha... But I think having some "dumb" dialogue options for int. of 8 or below and some rude / socially awkward dialogue options for cha. of 8 or below will suffice. 

If someone wants to roleplay that one of their characters is incapable of putting words together because of their low stats nothing stopping them from just never using that character to talk with NPCs.
